Job Description

The Global Health Security, Senior Project Manager, with guidance from the Deputy Secretariat Director and Technical Lead, will provide technical guidance and operational coordination for all GHS activities, focusing on technical areas of zoonotic disease detection (PZD), prevention, and response. The role includes planning, implementation, monitoring and reporting of GHS interventions across CGPP focal states with strong focus on:
• Community-based surveillance (CBS)
• Outbreak preparedness and response
• One Health coordination
• Implementation of the 7‑1‑7 strategy (detect within 7 days, notify within 1 day, respond within 7 days)
• Strengthening multisectoral collaboration for zoonotic and vaccine preventable diseases (VPD) outbreaks.

Specific Job Responsibilities

A. Program Management and Representation
• Coordinate the GHS programming, including planning, budgeting, and implementation, ensuring alignment with CGPP GHS priorities, national outbreak response guidelines, and US Department of State (DOS) requirements.
• Collaborate with the CGPP-GHS Global Technical Director and technical leads to develop, review, implement, and monitor strategies for GHS interventions, reporting, knowledge management, and learning.
• Guide CGPP implementing partners on multisectoral outbreak response activities for VPDs, PZDs, and other emerging infectious diseases.
• Lead the implementation of the 7‑1‑7 outbreak response performance strategy
• Interpret the finding from national and sub-national Joint External Evaluation (JEE) technical areas to improve GHIS programming.
• Foster collaboration with the Nigeria Centre for Disease and Control, Ministry of Health (MOH), Ministry of Agriculture (MOA), Ministry of Environment, and other GHS stakeholders at the state and national levels to improve One Health and GHS interventions.
• Represent CGPP at national, regional, and international GHS outbreak preparedness and response coordination platforms.
• Work with partners to build the capacity of frontline workers to deliver results in line with the current DOS priorities.
• Interface with DOS implementing partners and global/regional technical teams to ensure alignment between country and global GHS activities

B. Outbreak Preparedness, Detection & Response
• Develop, review, and execute outbreak response strategies, SOPs, and action plans.
• Coordinate rapid response activities, including field deployments, risk prevention and community engagement, data verification, and response monitoring.
• Oversee development and dissemination of risk prevention and community engagement (RPCE) materials.
• Ensure infection prevention and control (IPC) protocols for staff and volunteers.
• Track and document outbreak timelines, response actions, and performance against 7‑1‑7 benchmarks.

C. Strengthening Community-Based Surveillance (CBS)
• Provide technical support to enhance CBS for zoonotic diseases, VPDs, and emerging threats.
• Support development and deployment of CBS tools, reporting templates, and digital solutions.
• Facilitate integration of human, animal, and environmental surveillance data using One Health approaches.

D. Capacity Building & Training
• Lead training-of-trainers (ToT) and capacity-building sessions for state teams, consultants, and community structures.
• Review, adapt, and finalize training materials to align with national and international standards.
• Mentor state teams, GHS focal persons, human and animal health workers, and volunteers on outbreak response.

E. Monitoring, Evaluation, Learning & Reporting
• Work with the MEAL Manager to ensure high-quality data collection, analysis, and reporting in line with the DOS Health Assistance Office GHS M&E frameworks.
• Maintain outbreak activity trackers, dashboards, and performance indicators.
• Produce regular reports, success stories, and lessons learned.
• Conduct routine field monitoring visits to verify data, assess program quality, and provide actionable recommendations.
• Lead evidence-gathering activities, including evaluations and case studies.

F. One Health Collaboration
• Strengthen coordination between public health, animal health, and environmental sectors.
• Support analysis of One Health systems to identify linkages that enhance CBS and outbreak response.
• Represent CGPP in national and state One Health platforms and technical working groups.
• Build capacity of One Health committees and rapid response teams and facilitate multisectoral collaboration at all levels.
