Job Description
Description
• This Is Not a Site Supervisor Role.
• This is a portfolio-level leadership position.
• Harmony Gardens & Estate Development Limited is scaling aggressively across 11 active estates, and we are looking for a battle-tested Construction Leader who can command multiple sites, enforce financial discipline, and drive execution with zero tolerance for delays, cost overruns, or inefficiency.
• If you have only managed single-site projects, this role is not for you.
• We want a construction executive who thinks in timelines, margins, logistics, risk matrices, and scalable systems.
Your Mission
You will:
• Lead Seven Construction Managers and their engineering teams.
• Control multi-site budgets and enforce strict cost accountability.
• Drive projects from concept to handover — on time and within budget.
• Negotiate hard with contractors to protect margins.
• Eliminate waste, inefficiency, and operational bottlenecks.
• Institutionalize structure, reporting systems, and performance tracking.
• You are not managing tasks — you are managing results, margins, and people.
What Success Looks Like
• Projects delivered ahead of schedule.
• Budget variance tightly controlled.
• Zero regulatory non-compliance.
• High-performing site managers operating under structured KPIs.
• Clear weekly dashboards and executive-level reporting.
• Strong vendor relationships with profitable contracts.

Strategic Project Leadership:
• Define scope, execution frameworks, and milestone structures.
• Develop detailed cost projections using MTO.
• Implement structured project management systems across all estates.
• Forecast risk exposure and build mitigation strategies.

• Own and protect construction budgets.
• Negotiate contracts that secure favorable commercial terms.
• Monitor procurement cycles and material flow efficiency.
• Enforce cost control discipline across all sites.
Operational Command:
• Conduct performance reviews of Construction Managers.
• Audit site operations and productivity levels.
• Enforce strict HSE and compliance standards.
• Maintain asset and equipment accountability.
Executive Reporting:
• Present structured progress reports to leadership.
• Provide strategic recommendations for operational optimization.
• Escalate risks early with actionable solutions.
Requirements
• Degree in Civil Engineering, Architecture, Construction Management, or related discipline.
• Strong knowledge of regulatory compliance and permit processes.
• Advanced proficiency in construction planning and project management tools.
• Professional certifications PMP, COREN, etc. are an advantage.
• Hands-on technical understanding of structural, plumbing, masonry, and finishing works.
Who You Are:
• 7–10+ years managing complex construction portfolios.
• Experienced in handling multi-site residential or commercial developments.
• Financially disciplined with strong cost-control experience.
• Highly structured, analytical, and data-driven.
• Confident negotiator who protects company margins.
