Job Summary
• The Offshore Construction Manager is responsible for the planning, coordination, management, and execution of offshore construction activities associated with offshore oil and gas developments.
• The role provides strategic leadership and technical oversight for offshore installation, subsea construction, SURF activities, marine operations, hook-up, commissioning support, and brownfield modifications, ensuring projects are executed safely, efficiently, on schedule, within budget, and in compliance with contractual, regulatory, and company requirements.
Key Responsibilities
Offshore Construction Leadership:
• Lead and manage all offshore construction activities from project planning through execution and project close-out.
• Provide overall leadership for offshore construction teams, contractors, subcontractors, and vessel personnel.
• Develop offshore construction execution strategies, schedules, work plans, and resource requirements.
• Ensure construction activities are executed in accordance with approved procedures, project specifications, and client requirements.
• Coordinate multidisciplinary teams to achieve project objectives relating to safety, quality, cost, and schedule.
Construction Planning and Execution:
• Participate in project development, constructability reviews, installation studies, and execution planning.
• Review and approve offshore construction procedures, method statements, risk assessments, lifting plans, and marine execution plans.
• Manage offshore construction activities involving subsea structures and manifolds, pipelines, flowlines, and risers, umbilicals and tie-in systems, jackets and topsides, mooring systems, brownfield modifications, hook-up and commissioning support, and Inspection, Repair, and Maintenance IRM campaigns.
• Coordinate fabrication interfaces, loadout activities, transportation, installation, and commissioning support.
Offshore Operations and Marine Coordination:
• Oversee offshore construction vessels, barges, heavy-lift vessels, pipelay vessels, diving support vessels, and marine support craft.
• Coordinate offshore logistics, personnel movements, equipment mobilization, and material management.
• Interface with Marine Warranty Surveyors, vessel owners, marine authorities, and client representatives.
• Ensure effective coordination between offshore construction, marine, engineering, and commissioning teams.
• Monitor offshore progress and implement corrective actions to address schedule or operational challenges.
Health, Safety, and Environmental HSE Responsibilities:
• Promote and maintain a strong safety culture across all offshore construction activities.
• Ensure compliance with company HSE policies, client requirements, and applicable regulatory standards.
• Lead HAZID, HAZOP, SIMOPS, JSA, and operational risk assessment activities.
• Ensure permit-to-work systems and safe work practices are effectively implemented.
• Lead investigations into incidents, near misses, and non-conformances and ensure corrective actions are implemented.
• Monitor environmental compliance during offshore operations.
Quality and Project Assurance:
• Ensure compliance with project quality requirements, inspection plans, and construction specifications.
• Participate in audits, project assurance reviews, and regulatory inspections.
• Monitor contractor quality performance and construction compliance.
• Support mechanical completion, pre-commissioning, commissioning, and handover activities.
• Review and approve construction reports, progress updates, and close-out documentation.
Commercial and Stakeholder Management:
• Support contract administration, change management, and claims evaluation activities.
• Monitor project budgets, resource utilization, productivity, and cost performance.
• Participate in project reviews, management meetings, and client engagements.
• Provide regular reports on project status, risks, opportunities, and performance metrics.
• Manage relationships with clients, contractors, suppliers, and regulatory bodies.
Knowledge Transfer and Team Development:
• Mentor and develop local construction engineers, supervisors, and offshore personnel.
• Lead structured knowledge transfer and competency development initiatives.
• Support succession planning and local content objectives.
• Promote continuous improvement and lessons-learned programs across project teams.
Qualifications
• Bachelor's Degree in Mechanical Engineering, Civil Engineering, Marine Engineering, Ocean Engineering, Petroleum Engineering, Naval Architecture, or a related engineering discipline.
• Master's Degree in Engineering, Project Management, Construction Management, or Business Administration is advantageous.
• Professional Engineering Registration or membership of a recognized engineering institution is preferred.
Experience:
• Minimum of 10 years' experience in offshore construction, offshore installation, marine operations, or project execution within the oil and gas industry.
• Minimum of 10 years' experience in senior offshore construction management, offshore installation management, project management, or construction leadership roles.
• Extensive experience in offshore construction involving SURF systems, subsea structures, pipelines, offshore platforms, and marine operations.
• Proven experience managing major EPCI, offshore construction, and deepwater development projects.
• Extensive international offshore project experience is highly preferred.
• Demonstrated experience managing multidisciplinary teams and complex offshore execution campaigns.
Required Certifications:
• BOSIET/FOET with CA-EBS.
• HUET Certification.
• Offshore Medical Certificate.
• HAZID/HAZOP and Risk Assessment Training.
• Incident Investigation Training.
• Project Management Certification PMP, PRINCE2, or equivalent is advantageous.
• Any client-specific or project-required certifications.
Technical Skills:
• Expert knowledge of offshore construction methodologies, subsea installation techniques, and marine operations.
• Extensive experience in SURF projects, pipeline installation, heavy lifting, offshore structures, and hook-up activities.
• Strong understanding of offshore logistics, marine assurance, vessel operations, and project execution.
• Familiarity with API, DNV, ISO, IMCA, IOGP, and international offshore construction standards.
• Ability to review engineering drawings, installation procedures, risk assessments, and project documentation.
• Strong project planning, execution, budget control, and resource management capabilities.
• Proficient in Microsoft Word, Excel, Outlook, PowerPoint, Primavera P6, MS Project, and project reporting systems.

• Strong understanding of offshore regulatory requirements and international industry best practices.
• Experience supporting commissioning, start-up, and operational readiness activities.
