Job Title: Procurement Manager
Function: Finance
Location: Lagos State
Reports To: Head of Finance
Direct Reports: Procurement Officers
Travel Requirements: 20%
JOB OBJECTIVE The Procurement Manager is responsible for developing and executing procurement strategies that ensure the cost-effective, timely, and compliant acquisition of goods, services, and assets required for downstream operations.
The role ensures alignment of procurement activities with financial policies, budgetary controls, and operational requirements while building strong vendor relationships, optimizing costs, and safeguarding company value.
KEY DUTIES & RESPONSIBILITIES
• Procurement Strategy & Planning
• Develop and implement procurement policies, procedures, and strategies in alignment with company goals.
• Support financial planning by providing input into procurement forecasts and budgets.
• Identify cost-saving opportunities through supplier negotiations, contract optimization, and alternative sourcing strategies.
• Monitor market trends, pricing movements, and supply risks that may impact procurement activities.
• Vendor & Contract Management
• Manage supplier identification, selection, qualification, onboarding, and performance evaluation.
• Negotiate favourable pricing, terms, and conditions with vendors.
• Ensure timely contract execution, renewal, and close-out in compliance with company standards.
• Maintain an updated and approved vendor database.
• Monitor supplier performance and resolve contractual or service-related issues.
• Sourcing & Purchase Execution
• Oversee the preparation and processing of Purchase Requisitions (PRs), Requests for Quotations (RFQs), bid evaluations, and Purchase Orders (POs).
• Ensure goods and services are sourced at competitive prices without compromising quality or specifications.
• Track delivery schedules and ensure timely fulfilment of procurement requirements.
• Resolve issues relating to delayed, incomplete, or non-conforming supplies.
• Ensure proper procurement documentation and records are maintained.
• Compliance & Risk Management
• Ensure all procurement activities comply with company policies, applicable laws, and audit requirements.
• Collaborate with QHSE, Legal, Compliance, Finance, and other relevant functions to ensure procurement and supplier contracts meet regulatory requirements.
• Monitor supplier adherence to ethical sourcing, anti-bribery, and corporate governance policies.
• Identify and mitigate procurement, supplier, and supply-chain risks.
• Cost Control & Reporting
• Monitor procurement expenditure against approved budgets.
• Identify opportunities for cost optimization and improved procurement efficiency.
• Prepare periodic reports on procurement activities, supplier performance, cost savings, and key procurement metrics.
• Provide management with insights on market trends, price movements, supplier risks, and other factors affecting procurement costs.
• Stakeholder Engagement
• Partner with Operations, Engineering, Finance, and other departments to understand procurement requirements and specifications.
• Act as a liaison between Finance and other departments to streamline procurement approvals, invoicing, and payment processes.
• Support cross-functional and project teams by ensuring timely procurement of critical goods, services, equipment, and materials.
• Maintain effective relationships with internal stakeholders and external vendors.
• ERP & Procurement Systems
• Ensure accurate and timely processing of procurement transactions within the ERP system.
• Maintain accurate supplier, purchase order, contract, and procurement records.
• Support the effective use and continuous improvement of procurement systems and processes.

QUALIFICATIONS & EXPERIENCERequired
• Bachelor’s degree in Engineering, Economics, Quantity Surveying, Business Administration, Supply Chain Management, Procurement, or a related field.
• Minimum of 7 years of relevant experience in procurement or a similar role.
• Strong knowledge of procurement best practices and supply chain management.
• Experience in procurement process development and strategic sourcing.
• Knowledge of global sourcing and international business practices.
• Experience using ERP systems, particularly procurement modules.
• Strong experience in vendor management, contract negotiation, and cost optimization.
Preferred
• Professional procurement certification such as CIPS is an added advantage.
• Experience within the downstream Oil & Gas, energy, manufacturing, or related industry is an added advantage.
• Experience managing local and international suppliers.
• Experience supporting operational, engineering, or project-related procurement activities.

Working Hours: Normal business hours
Travel: Approximately 20%
