About the Role
Oil & Gas Exploration Group is seeking a highly accomplished and strategically driven Head – ICT Procurement to lead its global technology procurement function. This leadership position will be responsible for developing and executing procurement strategies across a broad spectrum of ICT categories, ensuring commercial excellence, supplier optimization, risk mitigation, and cost leadership while supporting the Group's digital transformation initiatives.
The successful candidate will partner closely with executive leadership, including CIO, CTO, Information Security, Finance, Legal, and Business Stakeholders, to drive best-in-class sourcing practices and deliver measurable business value across global operations.
Key ResponsibilitiesStrategic ICT Procurement
• Develop and execute enterprise-wide ICT procurement and sourcing strategies aligned with business and technology objectives.
• Lead end-to-end sourcing activities including RFI/RFP/RFQ management, supplier evaluation, negotiations, contracting, and procurement governance.
• Manage large-scale and high-value procurement initiatives supporting digital transformation and technology modernization programs.
• Drive procurement excellence through standardization, process improvement, demand management, and operational efficiency initiatives.
• Develop long-term category management plans and sourcing roadmaps for all ICT spend categories.
ICT Category Management
Manage strategic procurement across:

Supplier & Vendor Management
• Develop strategic partnerships with global technology suppliers and ICT service providers.
• Lead supplier selection, onboarding, performance management, and governance reviews.
• Establish supplier KPIs, SLAs, and performance monitoring frameworks.
• Conduct supplier risk assessments and business continuity evaluations.
• Drive supplier consolidation and strategic vendor rationalization initiatives.
Commercial & Contract Management
• Lead negotiations for complex commercial agreements covering technology, cloud, software licensing, support services, outsourcing, and managed services.
• Negotiate Master Service Agreements (MSA), SaaS Contracts, Cloud Agreements, Licensing Contracts, and Professional Service Agreements.
• Collaborate with Legal, Finance, and IT teams to ensure commercially robust and compliant contracts.
• Identify and mitigate contractual, commercial, and operational risks.
• Manage contract lifecycle activities, including renewals, compliance monitoring, and vendor performance reviews.
Cost Optimization & Value Creation
• Deliver measurable cost savings and cost avoidance initiatives across all ICT categories.
• Conduct market intelligence, supplier benchmarking, and pricing analysis.
• Evaluate Total Cost of Ownership (TCO), lifecycle costs, and value realization.
• Leverage strategic sourcing methodologies and enterprise-wide procurement agreements.
• Manage ICT procurement budgets, forecasts, and spend optimization initiatives.
Stakeholder Management
• Partner with CIO, CTO, IT Infrastructure, Information Security, Applications, Finance, Legal, and Business Leadership teams.
• Act as a trusted advisor to senior management on all ICT procurement matters.
• Present sourcing strategies, business cases, negotiation outcomes, and supplier recommendations to executive leadership.
• Drive alignment between procurement strategies and organizational objectives.
Governance, Compliance & Risk Management
• Ensure adherence to procurement policies, governance standards, and regulatory requirements.
• Maintain complete audit trails, sourcing documentation, and procurement records.
• Support internal and external audits.
• Manage supplier-related risks associated with cybersecurity, business continuity, data protection, and technology obsolescence.
• Ensure software licensing compliance and effective ICT asset management governance.

Experience & SkillsEssential
• 20+ years of progressive experience in ICT Procurement, Strategic Sourcing, or Technology Procurement.
• Proven experience managing significant ICT procurement spend and complex sourcing programs.
• Strong expertise in software, cloud, cybersecurity, telecom, infrastructure, and technology services procurement.
• Demonstrated track record of delivering substantial procurement savings and business value.
• Extensive experience negotiating high-value global technology contracts.
• Strong commercial acumen, financial analysis, and stakeholder management capabilities.
• Hands-on experience with ERP systems, procurement platforms, and e-sourcing tools.
